ICAD's involvement in addressing HIV and AIDS within the African and Caribbean Diaspora has been a programmatic focus for several years. In 2005, ICAD embarked on a partnership with ACCHO (African and Caribbean Council on HIV and AIDS In Ontario) and other organizations across the country focusing on HIV and AIDS in Black communities to conduct preliminary research that would contribute to the development of a national HIV and AIDS strategy for Black Canadian, African and Caribbean communities.
This ICAD and ACCHO ‐led collaboration has resulted in the publication of two key resources:
- An environmental scan entitled "Springboarding a National HIV/AIDS Strategy for Black Canadian, African and Caribbean Communities Environmental Scan Report". The Report was circulated widely in Canada and internationally during satellite events at the Toronto 2006 conference;
- "Taking Action on HIV and AIDS in Black Communities in Canada: A Resource for Moving Ahead". Like the environmental scan, it was developed through interviews and focus group meetings across the country (Vancouver, Calgary, Toronto, Ottawa, Montréal and Halifax) with Black community members, including people living with HIV and AIDS, researchers, service providers and other key stakeholders. It identifies a series of recommendations specifically for Black community members including Black people living with HIV and AIDS, service providers and other key stakeholders. It will be used at the municipal, provincial and national level to enable better planning and delivery of HIV and AIDs programs and services to Black communities.
Following the publication of Taking Action, ICAD and ACCHO organized and hosted an invitation‐only, day‐long meeting for key stakeholders including members of the "Springboarding" project National Steering Committee, activists, policy makers, and provincial and federal government officials involved in this issue. The purpose was to develop an action plan based on recommendations from the Taking Action document around four key themes:

Building community;
- Making addressing HIV and AIDS in the black community a funding priority;
- Increasing visibility of HIV and AIDS in the Black community; and
- Enhancing availability, access and quality of HIV and AIDS programs and services to the Black Community.
Following the event, ICAD and ACCHO published a final report which summarized the proceedings and suggested the establishment of a national network. Thus, these activities have provided an excellent foundation from which to explore issues around the development and sustainability of prevention programs for African and Caribbean populations in Canada.
