The Global Fund to Fight AIDS, Malaria and TB was formed between 2000 and 2002, when a permanent Secretariat was formed. Initial financing was provided by the G8 countries when they met in Genoa in 2001. The Global Fund Board consists of representatives of donor and recipient governments, NGOs, the private sector (businesses and foundations) and affected communities. Key partners also participate - UNAIDS, WHO, Roll Back Malaria, Stop TB, UNITAID and the World Bank. It meets twice a year and is responsible for overall governance and the approval of grants. Canadians currently on the Global Fund Board include Ernest Loevinsohn (Director General, Global Initiatives Directorate, CIDA) as Vice-Chair as well as non-voting member Christina Foley (CIDA).
ICAD's former Executive Director, Michael O'Connor, served as a member of the delegation of developed country NGOs from 2002. During this time her served on the Partnership Forum Steering Committee in 2004 and 2006.
ICAD coordinated an NGO meeting for Global Fund Executive Director, Michel Kazatchkine in April 2009.
