The Joint United Nations Programme on HIV and AIDS (UNAIDS) is guided by a Programme Coordinating Board with representatives of 22 governments from all geographic regions, the ten UNAIDS cosponsors and five representatives of non-governmental organizations, including associations of people living with HIV. The current NGO/civil society delegates for North America are Alexandra Garita (USA) and Evan Collins (Canada)

ICAD's former Executive Director, Michael O'Connor, served as the NGO Alternate Board delegate to the UNAIDS PCB from January 2006 to December 2006 and then served as the NGO Delegate from January 2007 to December 2008. In partnership with CIDA and the International Affairs Directorate of Health Canada, ICAD coordinates Canadian teleconferences before each PCB meeting and also distributes the reports of each PCB meeting.
