Understanding gender issues are central to the development of an understanding of HIV vulnerability. Gendered behavior is deeply embedded in social structures. Power dynamics between men and women shape individual decisions about sexual and other activities, men who have sex with men fear violence, discrimination and stigmatization because they challenge mainstream notions of masculinity. The gender factors that increase HIV vulnerability for men and women are the same factors that undermine sustainable human development programming.
